[MASTA Board] Policy Manual and By-Laws

Dear MASTA Board -
Looking forward to connecting with you all this Saturday.  One major goal
we have for the year is an update of our By-Laws AND instituting a true
Policy Manual.  We have lots of practices that we have voted in over the
year, this is just to solidify them in one place and give everyone a solid
frame of reference.  There will be discussion on many aspects of this
manual, but hopefully, this gives us a good starting point.

If you have time, please review the documents attached before Saturday.
Bring questions or concerns and hopefully, we can create documents that
will stand the test of MASTA time.
